MeshLab. 
It is a GPL mesh processing tool that is able to read and write from 
obj,3ds,stl,off,wrl,ply,collada,ptx,pts,gts...

Even if its strengths are more on the &quot;mesh processing&quot; side (MeshLab is considered one of the best simplifier around, among both free and not free ones), quite often it is used as a simple converter...
